SQL Server DBA
QA Technologies is seeking a talented SQL Server DBA for a Long term project for the Department of Education located in Carson City, NV.
NRS 385.347 and 386.650 require the Nevada Department of Education (NDE) to maintain an automated state student information system, longitudinal data warehouse, and accountability system. These requirements involve a very intricate and complex system of databases, web applications, and processes. These processes collect, process, calculate, and analyze the various types of data to produce the required output.
The Nevada Statewide Longitudinal Data System (SLDS) Grant purpose is to design, develop, and implement Nevada*s statewide longitudinal data system to efficiently and accurately manage, analyze, disaggregate, and use individual student data, consistent with the Elementary and Secondary Education Act of 1965. The long-term goal is to enhance and expand the current Nevada system to generate and use accurate and timely data to meet state and federal reporting requirements; support decision-making at the state, district, school, and classroom levels; and facilitate research needed to eliminate achievement gaps and improve learning of all students.
The enhanced System of Accountability Information for Nevada (eSAIN) system has been designed to fulfill sophisticated data reporting/analysis and is made up of the following components:
* Data collection
* Operational data store (transactional database * students)
* Longitudinal data warehouse that includes, but is not limited to, students, teachers, schools, and districts
* Reporting and analysis applications
* Accountability Report Card (ARC) data submission and reporting website
* Student Unique Identification (UID) website and application
* Main web portal (Bighorn portal)
System Mission
In keeping with the objectives set forth by the Nevada Legislature and the SLDS Grant, the eSAIN has been designed to provide timely, accurate, and comprehensive data to educational policy makers, program staff, and the public. Timeliness of the data is achieved through nightly collection and processing of data obtained from disparate data systems. Accuracy in the data is obtained through processes and procedures using a variety of data validation reports and analyses to provide feedback on potential data errors or omissions to local system administrators. The comprehensive nature of the system is realized through an integrated central repository of data at the state; a System of Accountability Information for Nevada containing standardized data in an integrated location.
Transport of the data throughout the system is handled in a secure manner.
Authorized personnel are provided limited access to data in accordance with the Federal Education Rights and Privacy Act (FERPA). This access is controlled by an integrated security system, administered through the Bighorn Web Portal. The State Operational Data Store (ODS) acts as a centralized organizing and standardization hub for the system. Processing of district student information system data occurs nightly and new information is loaded into the State Operational Data Store and Data Warehouse for end user data consumption.
NRS 386.650 mandates that students be able to be linked to their teachers and analysis must be able to be completed by classroom. NRS 385.347 states that for accountability purposes, teacher licensure and fiscal data is included in the accountability report. For the above reasons, teachers must have a unique identification. This component will link student records with teacher records.
Extensive training to fully utilize the system must be completed for stakeholders. The use of data to drive decisions is widely accepted as very important but the correct use of data is more important. This training has to take place to ensure that Nevada stakeholders use the data correctly.
Enhancements to the above components will allow the State to meet existing and new Federal and State reporting requirements, while enabling stakeholders to make data-driven decisions.
Consultant must perform all activities to the agreed upon project plan/schedule. Consultant will:
Design, implement and support enhancements to the eSAIN data warehouse.
Analyze system and user requirements, functionality, and procedures to improve the structure and performance of the existing data warehouse
Implement project-specific requirements and business rules via stored procedures, middleware, or other technologies.
Define user interfaces and functional specifications.
Be responsible for verifying accuracy of data, and the maintenance and support of the data warehouse.
Administer, develop, implement, and maintain policies and procedures for ensuring the security and integrity of the eSAIN databases.
Implement data models and database designs, data access and table maintenance codes; resolve database performance issues, database capacity issues, replication, and other distributed data issues.
Design and construct web pages/sites including graphic user interface
(GUI) features and other techniques.
Prepare analytic, design, planning, testing, implementation, and training documentation.
Consultant must provide the following based on the agreed upon project plan/schedule.
System analyses; Design documents; Data base data structures, schemas, programmability artifacts;Software modules and components; Test methods and scenarios; Test plans and reports; Training materials; Training services; Progress/status reports, as directed.
REQUIREMENTS:
Possess a minimum of four (4) years experience on a data warehousing project;
Possess the ability to communicate with clients at multiple levels and from diverse ethnicities.
Consultant*s experience must include: MS SQL Server 2008, SQL Server Integration Services, SQL Server Reporting Services, SQL Server Analysis Services

As part of an integrated government (military and civilian) cyber team, the contractor shall provide non-personal services for cyber intelligence analysis and technical assistance. When tasked, contractor analysts and specialist(s), as part of an integrated government (military and civilian) cyber team, will: conduct authorized all-source (including open source) intelligence research and analysis; provide cyber intelligence support to exercises/war-gaming; collaborate and integrate intelligence and information; write products; provide oral presentations; perform the strategic Indications and Warning (I&W) functions; perform cyber strategic Joint Intelligence Preparations of the Operational Environment (JIPOE) supporting the Commander's decision cycle; support operational plans
(OPLAN) development and planning efforts; support the efforts of organizations components; support DoD, USG and authorized mission partners; and use verbal and written methods to communicate clearly and effectively with senior government personnel ranging from intelligence analysts, planners and operators to senior decision-makers.
Analysts must have expertise and knowledge with intelligence support to cyber operations, planning, strategy, policies, procedures, collection management, exercises and war-gaming. IT/IA specialist(s) shall support and manage network/system administrator functions, conduct authorized intelligence research, review technical documents for inclusion into intelligence reports, provide insight and knowledge as it applies to technology terms and capabilities, provide insight and knowledge pertaining to IT tools techniques and practices as they apply to intelligence production. This support shall assure intelligence requirements are satisfied through technically feasible, integrated and cost-effective intelligence support, including analysis support to planning, execution and assessments.
As part of an integrated government (military and civilian) cyber team, the contractor shall assist development and maintenance of the strategic cyber I&W process for mission responsibilities. The contractor shall support the DoD Indications and Warning system by producing strategic cyber Warning Problems, WATCHCON Change Reports (WCR), Threat Warning Assessments and all I&W related products as requested by the government and conform to established, Defense Intelligence Agency (DIA) or other approved Intelligence Community (IC) formats.
As part of an integrated government (military and civilian) cyber team, the contractor shall assist development and maintenance of the strategic cyber JIPOE process, including the use of the political, military, economic, social, information, infrastructure (PMESII) construct and knowledge of adversary vulnerabilities and resources for centers of gravity. The contractor shall provide analytic and technical assessments of adversaries* capabilities, intent and strategic threat implications, and integrate comments from the intelligence community and internally including the Headquarters (HQ), components and Joint Task Forces (JTFs).
This encompasses the research and analysis of authorized all-source intelligence and open-source information. Conduct in-depth open-source research, analysis and write products, in conjunction with the ability to read specific foreign languages, provide cultural and technical network expertise.
As part of an integrated government (military and civilian) cyber team, the contractor shall conduct all-source mid-term, long-term and current intelligence analysis to support the cyber mission responsibilities, to include organizations authorized partners. The contractor shall research, organize, collaborate, analyze, write, review, coordinate and disseminate intelligence products as requested by the government.
The contractor shall integrate US Network Activity Team (US-NAT) and International Network Activity Team (I-NAT) information with sensitive and classified reporting to perform intelligence planning and organize, review and write intelligence products. The contractor shall research and write on current information on rapidly evolving analytical techniques, potential cyber threats, plans and activities. Contractor shall assess this information for mission impact and quickly incorporate required changes into ongoing tasks.
As part of an integrated government (military and civilian) cyber team, the contractor shall assist development and maintenance of cyber intelligence capability to support OPLAN efforts. The contractor shall perform cyber intelligence planning in support of development of the organizations Integrated Priority List (IPL) and other planning efforts.
As part of an integrated government (military and civilian) cyber team, the contractor shall conduct authorized all-source, including open source, intelligence research, analysis, coordinate and write products at the
*releasable* level (this may be at the Releasable to Two, Three, Four or Five level) to support the government*s authorized allied partnerships.
These products shall provide the organization and authorized partners with strategic, timely and actionable open-source information in support of cyber indications and warning. The contractor shall build and maintain continuity books to record open-source research and analysis techniques and search queries.
The contractor shall obtain from the government, and store, maintain and reproduce the required analytical and technical data and applicable documents, plans, regulations, specifications, (up to the Top Secret (TS)/Sensitive Compartmented Information (SCI) classification level with the appropriate caveats) for the purpose of fulfilling the tasks described in this PWS. When appropriate channels or procedures exist, the contractor shall acquire or produce the above information directly.
The contractor shall provide short notice responses to defined requirements.

Project Manager
QA Technologies is seeking a Project Manager with a background in Homeland Security for the State of Nevada. Position will be located in Carson City, NV.
The Nevada Threat Analysis Center (NTAC) was developed to collect, develop, analyze, and disseminate criminal information and intelligence utilizing an all threats, all crimes approach. One method to capture historical and current intelligence on criminal activity, including terrorism is with the lawful collection and analysis of telephone call data (pen register) and wire intercepts. At the present time, no local, county or state law enforcement agency in the area of NTAC's responsibility has the capability to collect and analyze incoming and outgoing telephone call data because the equipment is generally not available. In addition, most small law enforcement agencies cannot afford to purchase the equipment necessary to capture this information, nor do they have the expertise required to operate and maintain it. Through funding of the Department of Homeland Security Grant Program, NTAC has been awarded funds to purchase a complete system to obtain telephone call and content data, Internet Protocol (IP) data, Geographic Information System (GIS) mapping, analytical software, and the requisite equipment and hardware necessary. The equipment to be purchased will allow for importation and analysis of historical and current data from telephone calls and IP addresses, lawfully obtained from service providers. Court-authorized interception of telephone and IP data will also be available. This equipment will provide an invaluable law enforcement tool during criminal investigations by obtaining critical evidence and assisting in the identification of major criminal organizations and co-conspirators in an effort to neutralize criminal organizations and/or the prevent terroristic activity.
In addition to the above project, NTAC will be implementing a server based i2 Analysts Notebook software installation project. This software delivers assisted crime analysis and visualization capabilities to support analysts in quickly turning large sets of disparate information into high-quality and actionable intelligence to prevent crime and terrorism. NTAC currently has a standalone version of this software but would like to move to a server based environment to allow all of their analysts and investigators access to this analysis tool.
Also, the NTAC will need to identify and implement other computer programs and software that are recommended by the Department of Homeland Security to ensure DHS IT compliance. National travel may be required.
The third and final portion of this project consists of a business analysis of the future technology needs of the NTAC fusion center. This will require a detail analysis of what technology tools are being used statewide and nationwide by fusion centers. The PA4 will coordinate with the DPS Technology group regarding the technology needs for each recommendation. A cost benefit analysis will need to accompany each recommendation. The result of this business analysis will be a detailed five (5) year strategic technology plan.
Consultant must perform all activities to the agreed upon project plan/schedule.
The PM will be responsible for project managing the NTAC Electronic Surveillance project and the NTAC i2 Analysts Notebook server software installation project. The PM will be the liaison between the business and technology groups. Specific detailed tasks will be outline below for each project.
The PM will also be responsible for creating a detailed five (5) year strategic technology plan for the NTAC unit.
The PM will be assisting with the following activities.
NTAC Electronic Surveillance Tasks:
The PM working directly with the selected vendor will project manage the software and hardware installation of the NTAC Electronic Surveillance project.
Selection Process
The PM will participate in providing technical analysis of the submitted proposals and will be available for answering of questions by the selection committee as needed. The PM may be requested to serve on the selection committee as well. If so, the PM will need to be available for possible vendor presentations, will be responsible for answering technical questions from the vendor and coordinate with staff on the evaluation process. This task will be deemed complete when the RFP process has identified the selected vendor for the NTAC Electronic Surveillance project.
Contract Assistance
The PM will meet with the selected vendor to review the proposed project plan, cost, schedule, and deliverables. The PM will generate a set of questions regarding the RFP response needing clarification. These questions will be submitted to the selected vendor for more detailed response. The PM will work with the selected vendor to ensure proper clarification of issues. The clarification questions will become part of the agreement. The PM will work in conjunction with NDPS staff to ensure that a proper contract is executed with the selected vendor. The PM will strive to complete a contract which protects the States* interests, ensures a timely delivery of a working system, ensures that the system is well maintained, and is delivered within the budget, is efficient, easy to use and meets the State*s overall requirements. This task will be deemed complete when the contract has been fully executed by the State and the selected vendor.
Implementation Oversight
The PM will organize and oversee the client activities of the implementation as well as monitoring the progress of the vendor implementation. The PM will ensure that the vendor is keeping to the planned schedule and budget, and perform remediation and escalation procedures should the project become at risk. The PM will organize a client project management plan to match up to the vendor project management plan which identifies the time and allocation of all State resources necessary to complete the project. The PM will successfully oversee the project through the successful implementation.
The PM and NTAC staff will host an initial kick off meeting to ensure that all project stakeholders are aware of major project elements, plan and schedule. The PM will coordinate State staff in the execution of client tasks in coordination with selected vendor. The PM will coordinate between vendor and State in the execution of project tasks. The PM will meet with NTAC staff as needed to provide briefings on project status. The PM will meet with DPS Records and Technology Chief and DPS Project Management Staff on a bi-weekly basis to provide briefings on project status. The PM will monitor vendor performance via telephone or in person. The PM will monitor technical, schedule, cost, risk, action items, change requests, and deliverables. The PM will act as client-side project manager for the NTAC Electronic Surveillance project, ensuring that all client tasks are properly resourced, executed, and completed according to the project plan. This task will be deemed successfully completed when the initial major installations have been completed, staff fully trained, and the system fully operational.
Project Closeout
The PM will meet with project stakeholders and review the project activities. Review will include overall project goals and objectives, deliverables, milestones, cost and schedule. The PM will compile and submit a final report reviewing the results of the project. This task will be deemed successfully complete when the final report is accepted by NDPS.
Meetings and Reporting
This task involves the on-going project management tasks which will be performed throughout the life of the project. These recurring tasks include regular meetings and reports including bi-weekly meetings with DPS Records and Technology Chief and DPS Project Management Staff, with NTAC staff, and bi-weekly progress reports. The PM will provide bi-weekly progress reports as to the project overall status. Reporting will include a project status summary, schedule status, updated timeline, key accomplishments for the reporting period, and upcoming tasks for the next two (2) weeks and any issues. Reports will be submitted to the DPS IT Project Oversight Manager.
NTAC i2 Analysts Notebook Server/Software Installation Project Tasks:

Detailed Five (5) Year Strategic Technology Plan Tasks:
The PM will begin this process by meeting one (1) to two (2) times with the DPS Technology staff. These meetings should be coordinated through the Project Management Oversight Manager. These meetings will be held to review information about the agency*s Technology Bureau regarding the infrastructure and resource challenges that the PM needs to take into account prior to the starts of this technology analysis. DPS Technology Bureau will provide the PM with *reference library* material regarding the agency*s infrastructure as well as an organizational chart depicting the available resources. This will provide the PM with essential information so that when researching various potential projects, the PM will not head down a path recommending something the agency cannot support. The consultant should also include recommendations in the proposals for additional contract or permanent support staff needed for some of the potential projects.
The PM will use information compiled through the use of the Internet and through contacting state and nationwide fusions centers to research, to the best of their ability, the state-of-the-art technologies that will assist NTAC in meeting their mission. The PM will work with technology staff for their evaluation of each potential project identified. A report of findings will be produced as an outcome. The results of this task will provide the NTAC staff with a list of potential technology projects, their estimated costs, and any technology challenges that may need to be overcome. The NTAC staff will be able to determine which projects are to be included within the five (5) year technology strategic plan. The PM will then compile the Five Year (5) Strategic Technology Plan.
Perform Internet Review
A portion of this work by the PM will be conducted via Internet searches, researching software and its corresponding hardware used by other fusion centers statewide and nationwide.
Perform Phone Interviews with Recent Implementations
Based on the research above and on recommendations provided by the NTAC staff, the PM will conduct a number of telephone interviews, both to discover technology solutions used and experiences with this technology.
Coordinate with DPS Technology Bureau
Coordinate with DPS Technology Project Oversight Manager using the project process defined by the Department to present potential projects with their business needs, costs and benefits. If approved for review, these projects will be evaluated by the Technology staff to determine their feasibility and to uncover any technology challenges for each project.
Completion
This task will be deemed complete with the delivery of a formal five (5) year technology strategic plan for NTAC.
EXPERIENCE AND SKILLS REQUIRED
Consultant must have experience in:
IT project management, including developing and maintaining project schedules and managing project changes;
Writing documentation on IT projects for different audiences, including technical staff, vendors, management, and business users;
Analyzing business user requirements and business processes to provide technology solutions; and technology procurement, including cost justification and vendor contract development and negotiation.
Consultant must have a good working knowledge and strong technical background and experience in system analysis.
Consultant must have or be able to obtain and maintain a Secret or Top Secret clearance from the federal government within six (6) months of appointment.

Individuals will conduct detailed experiments within the EPL. They will support requirements for the EPL scheduling, user assistance, software change requests and or requirements suggestions and final reviews. Write and submit EPL activity reports. Microsoft Architect
QA Technologies is seeking a Microsoft Architect to work either on-site at client locations or on internal projects within the Research and Development team at the office. They will work closely with clients to understand their business needs; will use substantial knowledge of software technologies and former solutions to create a strategy for moving forward with judicious use of technology to solve real world problems.
Individual will have large scale project experience with multiple development methodologies. Experience in creating all kinds of specification, functional, user interface, and data description documents. Technical skills will be broad in both vertical experiences as well as actual technical experience. Real world experience with large, web based, scalable systems. Experience with n tier architecture is critical. Fearless in exploring new technology as it is being developed and released for general use.
Requirements:
- The successful candidate will have a BS/BA degree with a minimum of ten years relevant working experience. Very senior level software development skills using Microsoft technologies are required. Experience with the following technologies is preferred: Microsoft SQL Server 2005/2008, ErWin, Microsoft Office SharePoint Server 2007, Visual Studio 2005/2008, Visual SourceSafe
- Experience integrating Microsoft technologies into existing heterogeneous environments.
- Strong technical skills, exceptional customer relationship skills, great communication skills, excellent attention to detail. Ability to manage projects and a budget, able to solve problems creatively and with time constraints. Able to learn new skills and use them on a daily basis; able to juggle multiple tasks well; use good judgment and know when to seek input from peers.

Junior Level Developers- CA Gen All Fusion Gen Advantage Gen
QA Technologies is currently seeking a Jr level Gen Developer who has a solid foundation in Gen and ready to take your skills to a new level. Surround yourself in a team of highly seasoned Gen resources who have worked at numerous US Gen clients.
The individual will provide enhancements to existing Gen systems. Currently they are on AllFusion 7.0 but moving towards 7.6. Client Server GUI with a some batch processing.
Requirements:
- 1+ years Gen development experience with recent GUI experience preferred. Ability to learn best practices for Gen developers from seasoned veterans who have multiple accounts to draw upon.
- Previous gen experience in DB2 environment beneficial.
